Publishing configurations in Shorthand are created at the workspace level, and once a configuration is active for a workspace it must also be enabled at a team level before any pages can be published there.
To enable or disable a publishing configuration for a team (if you have the appropriate permissions), go to Publishing under TEAM SETTINGS on the left side of your user dashboard.

Once a configuration option is active for a team it will show on the publishing panel in the story editor, but only for team members that have permission to publish there.
